If he can't stop the illegals crossing over, how is he going to stop the terrorists ?

1 - You have a handful of terrorists compared to millions of illegals, sure it would be easier to stop some illegals then some terrorists, but it would be much easier to stop all or most terrorists than all or most illegals.

2 - He can't reliably stop the terrorists, not in a reliable way. You can only reduce the odds that they get in, and the odds that they succeed in carrying out their plans after they get in.

Its nothing particular to Bush, put anyone else as president and they couldn't stop the illegals or reliably stop the terrorists either. Esp. not without the support of congress.
