Traditionally the governor can order Guard troops to maintain order and provide relief within the state, only. The President however can nationalize the Guard at times of "national emergency" and then the President has complete control. The new edict of 2004 gives the President more options of control outside those traditionally accepted. When the President asserts control, the govs have no recourse. It's all part of the "New America".
