There is a huge difference between that suggestion and a 10% global tax on human activity applied only to the mature economies. Kyoto envisioned just such a "solution" only the signors did not make any attempt to live up to their pledge. The US was harassed for not signing it, yet came closer to the targets than most if not all signors.
