'Tough love' might be one possible description. Another might be 'no more Uncle Sucker' doing your fighting for you, spilling our blood and national treasure when it is not in our interests to do so. But, a restoration of the proper understanding of the phrase 'Cut and run' is also appropriate: It's is a very old old NAUTICAL TERM. In the face of an impending catastrophe, (such as on-rushing hurricane, or the sudden unexpected appearance on the horizon of an enemy armada...), the sailors would cut their anchor ropes and run before the wind to try to ESCAPE DISASTER. (And... hopefully live to fight another day, saving their lives and the investment of the ship's owners....) So, I'd argue that the phrase should mean exactly the same TODAY as it always has.
