It probably wouldn't have made a lot of sense for Israel to readmit largely hostile Arabs who had fled, when they where still formally in a state of war with the Arab nations. Arab nations would probably have had less to fear from their Jewish populations but they pressured or threatened them to leave, or abused them, or in some cases just kicked them out. Maybe not, but when are they going to pay for that decision. After all, people fleeing a war is not unusual. And let me make clear that was not the Israelis only consideration......for some time, they had been looking for ways to reduce the Arab population in Israel. The war gave them an opportunity that they quickly took. The Palestinians who fled where not allowed back in to Israel, but they where only forced in to refugee camps because the Arab governments forced them in to the camps. They could have been resettled, or at least allowed to resettle themselves (without government aid) but the Arab governments didn't want that. Why? Well maybe they didn't care for the Palestinians all that much, also the refugee camps gave them a propaganda tool to use against Israel, even if it was really the Arab governments forcing the Palestinians in to the camps. However way the Arabs choice to deal with the Palestinians is ancilliary to the Israeli compensation of the Palestinians for the property that was confiscated. In fact, some Palestinians were absorbed into other Arab states but the vast majority didn't want to or couldn't.
