Well going back to that FADG post that was linked to (and the Wikipedia page it linked to) Washington State has a higher GDP than Saudi Arabia. The gulf states have a lot of oil, but in many other ways most of their economies are not fully very developed and diversified compared to the US or Western Europe or Japan. The UAE does have banking and tourism and commerce, so its not just an oil state, but it doesn't have much in the way of natural resources besides oil, and doesn't have as many non-oil related "middle class jobs" as Oklahoma.
