Elroy, I don't think you know the Law of the Jungle, the "passes" can only be handed out to world powers such as US, Russia, China, and India. When the elite countries utilize their "pass" the consequences of confrontation are monumental and quite risky for the other world powers to come in and make a challenge (unless they want a world war and casualties in their own countries).
