John The roads were funded originally with state and some federal funds with the tolls being part of the funding and maintenance. The tolls are collected by the state. The people working the toll booths are not teenagers-----but appear to be in a range from 30 to 60 with a few looking ancient. I will check into who pays and how they are hired. 9/11 and the Iraq war/police incursion whatever you want to call it has brought a heightened awareness of the questions surrounding immigration legal and illegal and who controls our various services. mj
