That's right, free speech to advertise to the public that smoking is not addictive and a healthy thing to do

No the free speech to advertise their product period. There has been enough evidence that smoking is unhealthy that any new adds saying "smoking in healthy" would be very obvious targets of lawsuits or even prosecution for fraud, but those aren't the only type of adds that have been banned.
