Why would a small country with nukes do either of these things? Nukes are useful only as retalitory threats. Once they're USED, the way is open for retaliation from countries with MANY more nukes..

Given the nature of nuclear explosions, a nuclear attack on Israel wouldn't just kill people in Israel. Nuclear fallout would also kill your fellow Palestinians, also Lebanese, Jordanians, Syrians, Egyptians, Saudis, etc.

Not good.
