I think you misunderstood your experience. I have never met any Mexicans in rural areas who cannot speak decent Spanish. But you'll meet many who cannot read.

What you accomplished by adding pictures to your signs is to assist those who are partially or wholly illiterate.

What I have seen, in second generation Spanish speaking immigrants to the US, are people who cannot speak fluent Spanish or English - even though they have no problem reading and writing.

Signs and products with pictures are quite common in Mexico, as are cartoon characters to represent brands - such as the Grupo Bimbo baked goods below.
Anecdotely, compare this to the comparable Interstate Bakeries logo in the US.
