No one ever said in one year. Its 50% in 5 years.

The phrase "50% turnover rate", normally means in a year. If you can set it to cover any arbitrary period than it becomes meaningless as every occupation has a 50% turnover rate over some period.

And this is better how? A 50% turnover rate is horrendous whether its for new hires or existing staff.

Its better because 50% turnover over 5 years for new hires only, isn't close to being as bad as 50% total turnover over one year (or even over 5).

And yes a 50% turnover rate is horrendous, but it is irrelevant because the actual turnover rate, even for new hires, is lower than 50%.
