some of the American nuclear arsenal is so old as to be worthless, as well.

Given what DOD and DOE spend maintaining them, one would hope not.

I've long believed that the US could save a great deal by reducing its nuclear weapons stockpiles, without sacrificing any degree of security. Absolute numbers of warheads just don't mean much any more, a credible nuclear force is based on survivability, deliverability, and accuracy, not on having enough warheads in place to survive a massed first strike and still have enough left to ensure global extinction.
