They signed the NPT only after giving up their program. They are the only country to have developed nuclear weapons, then give them up. IMO, that had to do with the fact that the white government developed them, and didn't particularly want the majority black government to have them. Just my WAG.

South Africa is a success of non-proliferation. They developed nuclear weapons, but then renounced them, partially as a result of international sanctions. A model for how to deal with Iran.
