I would suggest that there's a lot of gossip as to what Iran will or will not allow that is being confused with what jockeying Iran is doing around the demand that they stop their enrichment program.

I believe, officially, Iran has agreed to abide by the NPT, with the US believing they will cheat. Bush has claimed on multiple occasions that Iran has said they want nuclear weapons, which is just a bald-faced lie. Now both sides are in a pissing contest over ... you stop before we start talking ... No. We can start talking but we won't stop. ... Yes, you will. ... No, we won't ... Yes, you will. ... No, we won't ... Yes, you will. ... No, we won't ... Yes, you will. ... No, we won't ... Yes, you will. ... No, we won't ... Yes, you will. ... No, we won't.

If it sounds like a couple of first graders arguing, you've hit the nail on the head.
