Propaganda does not equal false. Any message that is an attempt to help or hurt a cause, political group or party, etc. or is trying to influence behavior or ideas can be called propaganda, esp. if its part of an organized campaign to exert such influence. Many organized campaigns aren't always honest and people have come to associate that dishonesty with the term propaganda, but the term's definition doesn't include lies or dishonesty.
