You use the term "technology" as though there were only one. There are many technologies, which was part of my point, and some of them are not interchangeable. Although, from the end user's perspective, those disparate technologies are often used to achieve similar ends. Circular seeming, or not, the argument IMO fits the situation. If you feel that reshaping the argument in order to avoid its appearing circular is going to solve anything, show the way.

Hi Jim,

I heard that the Canadian incumbents are making the point that muni fiber and VoIP means they go under, and the government does not want that.

It is more than ISPs that dictate content, it is the 20th century picks of the litter.
