Sure, you can say "I do not understand" as many times as you wish, but you've been given explanations already.

This is the similar situation to the US and the EU subsidizing their agriculture industry to the detriment of the third world. The US subsidized the cotton industry to such an extent that we could undercut cotton prices in the third world. The EU has done similar things. Both the EU and US will say in diplomatic circles that subsidies such end; with the proviso of You stop your subsidies first than we'll stop ours. That way no one has to stop and the only ones that get hurt are those in the third world. We compensate for any guilt that we pretend to have by tossing a few million bucks in aid. Then we go to church on Sunday and praise what good Christians we are.
