I don't believe bj clinton really balanced any budget, it was all smoke and mirrors, I suspect he cooked the books the same way his buddies at enron did, he allowed those crooks to skate by (before Bush nailed them) and he used the same phoney baloney bookkeeping techniques to scam America...
