Good socialists are more concerned with what's good for all the people, not just a special few.

Perhaps, but if so that doesn't guarantee that "good socialists" will be in charge. Frequently when the government allocates resources and makes decisions the interests of the government officials and their friends are taken in to account. You might want to look in to Public Choice economics.
