Sharks, big honking maneating sharks, is what they need. When will the US Military stop screwing around and realise that the best terrorist is a dead one. Don't worry about arresting terrorists, then you have storage problems. kill them suckers and they are not a problem. Just like capturing iranian guards, if they die escaping, you can still stack the bodies like cordwood and light em up with Iranian munitions.
