They can not be achieved militarily but the military can be supportive in maintaining order until they are. The outcomes I mentioned are achievable by the Iraqis, not us. So our role is limited to support and encouragement with no chance to claim a win for ourselves.

"How likely do you think those outcomes are?"

It could go either way depending on whether the government in Iraq is seen as viable and supportable by the average Iraqi. If not, they will likely retreat to their various oppositional power centers.

"How much time and money do you think it is worth spending on the chance of your outcome?

Time is not a factor for me, material resources are worth it to the extent that our own society doesn't collapse under the weight of this burden, or until the Iraqis themselves show us there is no interest in moving forward. I don't view the outcomes in Iraq as a project but more of an essential influence for the future direction of Global society.
