Franklin Mining, Inc. (FMNJ) President Jaime Melgarejo, Jr. has reported that Franklin's final study for mine operations at the Cerro Rico de Potosi was presented to the COMIBOL Board of Directors on Friday, February 2, 2007. The study was prepared and presented by Z&H Consultora, Santa Cruz, Bolivia, consultants with mining expertise. This $145,000 investment fulfills Franklin's Phase I requirements under terms of the COMIBOL agreement.
A response from the COMIBOL Board of Directors is expected - COMIBOL reports on Franklin's assigned Cerro Rico veins - indicate yields totaling: 36,274,137 troy ounces of Silver; 586,117,434 pounds of Zinc; and 159,518,908 pounds of Tin. The value of the five veins is estimated - to be approximately $2.2 Billion USD.
Profits from the mining operations will be shared equally - with COMIBOL after Franklin's initial investment - has been repaid.

ENVIRONMENTAL COMPONENTS OF THE PROJECT PAILAVIRI II -
1. MITIGATION AND PREVENTION PROGRAM (MPP) - Within the Integral Pailaviri Mining Project, is attached the present document, as an environmental component - in order to determine some important mitigation measures - that the execution Entity will have to implement through - a consulting firm specialized in that field.
The project contains two alternatives: First alternative; consisting in the execution of a 2,000 meters adit starting at coordinates N: 5.512 and E: 2,871, Height at mean sea level 4,053.
This adit will have a bearing of S 65º E. The principal objective is to cut 15 mineralized structures starting at 1,150 meters, until the interception - with The San Miguel vein.
Above this base adit, three more adits - will be executes, with a level increase of about 40 meters between them.
On each of these levels, adits will be developed for the exploitation - of the mineralized structures.
The total length of the adits will be 3,400 meters and the developments adits 12,000 meters. Second alternative; directed towards the same structures, contemplates the construction of a ramp 400 meters sloping length with a slope of – 40ª, starting at level 4,288 meters on the surface, at coordinates N: 5,149.50 and E: 3,760.50; after this the opening of adits and tunnels on four different levels, in descending order, with characteristics similar to those of alternative one, the length of adits and tunnels on veins will be 2,450 and 12,000 meters respectively.
1.1. Levels of application and implementation of the Mitigating and Prevention Program -
In accordance with Chapter IV of the Environmental Prevention and Control Regulations from The Environmental Law ruling, the prevention and mitigation program (MPP), will be elaborated in this attachment, in order to discover brief strategies and designs so as to locate all foreseeable measures to eliminate, reduce, remedy o compensate the negative environmental effects and induce the positive ones.
The MPP has also been conceived to estimate the cost of the protection and corrective measures foreseen in all phases of the project. The MPP will be implemented jointly within the development of the project, been the contractor or the institutions in charge of its execution that will be implementing them, following a schedule to be elaborated and approved.
In this document, first is described, The Environmental Labors of the MPP to be realized in the Direct influence Area, which will be the competence of the Entity that will execute the project.
For the execution of the MPP, it is necessary that each worker or administrative personnel be aware of the basic rules of each program. For this a Pocket Environmental Manuel leaflet will be elaborated, including in an objective and clear way, the correct actions and knowledge’s in Environmental Matter.
1.2. Environmental Labors of the MPP in the Direct Influence Area 1.2.1. Actions in regard to the Physical Medium during the Execution Phase The following programs and subprograms have been designed in order to remedy the environmental impacts created by the mining activities, theses are reported in detail as follows:
PROGRAM 1. Infrastructures and Rulings for the Solid Waste management and disposition. Since the project is new, this program will be applied to the mining sectors within the areas of the project.
The infrastructure to be utilized for the disposition of solid waste will be different depending on the labor activity in the influence areas.
Subprogram 1.1. Infrastructure for the disposition of solid waste There exist basically two types of infrastructures destined for the deposition of solid wastes coming from - mining activities: · Waste baskets · Containers Waste baskets, are light mobile deposits preferably metallic, installed in adits and working places without exceptions. They will be painted red or orange so that can be visible; their function is to receive small volumes of solid wastes coming from inside the mine, such as: Lime carbide ashes, plastics and other products at individual’s levels. Its volume will be 0.5m3. The containers are deposits half stationary, with a capacity of approximately 7 m3, which will be installed near the adits entrances and near the working places: These will be destined to receive a major quantity of solid wastes coming from the lighter waste baskets.
Subprogram 1.2. Solid waste handling The light waste baskets, will be installed where there is the most mine workers circulation, inside the adits and near their entrance. The adequate number has been estimated to one for every work group. The easy translation and handling permits them to be emptied daily and this will be the duty of the person assigned to the charge, planned and ordained by the responsible for safety.
The containers will be installed near the adits entrances at a prudential distance, in order that they won’t cause odor nuisance to the work force. These containers will be placed in the quantity of one for every 30 employees or for every six light weight baskets.
The wasted batteries from portable lights, radios etc., are dangerous elements that have to follow the same routing as the rest of wastes.
These wastes have to be deposited in carton boxes, installed in the administration offices and from there send to the city of Potosi and given to the pertinent Organizations.
The Entity responsible for the execution control and follow up of the MPP, will be the Entity responsible for the project, this will assign specialized personnel in order to follow up thoroughly the management of solid wastes.
The Sectorial environment unit, depending from the Viceministry of mines, will send periodically personnel in order to verify the adequate management of solid wastes.
The costs necessary to cover the management of solid wastes, will be covered by the Entity in charge of the project.
Subprogram 1.3. Workers Environmental Education The program implicates the instruction to all the personnel including miners and administrative by way of talks; and for this the information will be taken from the following points: · General Program information and the way this is inserted into the project. · Information’s regarding particular wastes management and the definitions of individual and group responsibilities in that same respect.
· Information regarding the importance of managing carefully the solid wastes, in relation to the environment.
· Follow up information systems and management rulings accomplishment and sanctions established in the Environmental Law regulations.
This subprogram, is possible to execute once only with a two hours conference for each group of up to fifty individuals.
Furthermore, the conference resume, must be part of the Environmental Pocket size leaflet that every personnel will have to carry round with them in all of the mining operations.
Subprogram 1.4. Management and disposition of rock solid waste This program refers to the disposition of all the solid wastes resulting from the opening of adits shafting and tunneling to be executed within the project.
All rocky materials, will be deposited in a predefined sector, that fulfill the environmental expectative.
In this way, and taking into account the elected alternative, an adequate and sufficient space so as to support all of the material generated during the time of the project and that won’t cause any environmental problems.
To this end, for the first alternative, a depression was located 200 meters near the projected adit entrance. For the second alternative, near the margin of a nearby intermittent creek located to the SE from the place where the ramp will be built on the surface near the mineral stockage bin and the winch structure.
PROGHRAM 2. Infrastructure and rulings for the deposition of liquid wastes in the work places of the project This program applies generally within the sectors, where the access to the sewerage isn’t possible, case of the project, and for both alternatives. The deposition infrastructure for treatment of the waste waters will be taken care of by constructing septic - sedimentation ditches. One of these will be placed near the adit, and its capacity calculated to receive a constant flow of 30 liters per person per day, during 5 years.
The interception of greasy waste of domestic origin or from the maintenance of machinery will be done by utilizing tramps or intercepting chambers. These tramps will be installed in the drainage systems of the work shops, garages, etc.
Once intercepted these hidrophobes wastes, the waters will be conducted to the septic ditch.
The septic ditches, will secure the deposition and digestion of mud’s formed by the evacuation of waste waters, waters with solids in suspension, detergents and others coming from the workshops and lamps stocks.
Subprogram 2.1. Liquid waste Management All liquid wastes coming from dewatering, has to be evacuated to the corresponding septic ditch.
Dewatering without greasy materials, oil or others toxics substances, will be directed directly to the septic ditch; while the ones coming from workshops and garages, with greasy stuffs, will be directed previously to an interception tramp.
The oil and grease wastes intercepted in the corresponding tramps, will not be eliminated directly in creeks, running waters courses or exposed to the weather, but will be recollected periodically and buried adecuately.
Industrial oil wastes, lubricants or hydrocarbons wastes will be recollected in metallic drums, which once full have to be send to YPFB for its final disposition.
The project executing Entity will be responsible for the execution of the program and the coordination of all other activity of the project, as well the follow up - and the good management of liquid wastes - whatever its origin.
Subprogram 2.2. Environmental education for the workers In a similar manner as Subprogram 1.3, the established rules, will be broadcast to all the personnel involved in the project.
This Subprogram will cover the following aspects: · The management rules of liquid wastes in the working places, will be scrupulously explained.
· The specific strategies for the management of oil wastes, greases and hydrocarbons.
· The importance to maintain the rivers and natural waters free of contamination.
· Information on the follow up systems and accomplishment of the regulations for the management of liquid wastes and the sanctions established in the regulation of the Law 1,333.
PROGRAM 3. Sound emission control in the Exploitation of minerals areas In all the areas of mine workings, it is very important to take into account the sounds produced by the mining - machinery (Compressors, dump trucks, etc.) in order to avoid strident sounds that in much of the cases - will affect the health of miners, causing irreparable damages. In these cases, hear protectors to all workers developing their activities in circumstances where the sound emission is superior to 80 dB will be provided - with hear protectors.
PROGRAM 4. Election of a site for the construction of - the explosive shed and explosive storage.
One of the most important activities in the mine is the storage of explosives such as: Dynamite, Ammonium nitrate, primers, explosive cords - and other products such as fuel oil, lime carbide, etc.
The storage of the explosives must be in an adequate place that can be located inside or outside the principal mine and which handling has to charged to an experienced operator.
Subprogram 4.1. Location of a storage room for the keeping of dangerous substances (gasoline, Diesel, greases and industrial oils)
In the same manner, the keeping of dangerous substances is an activity that has to be controlled since the point of acquisition, transport and storage.
The handling of these substances will be passed to a responsible person nominated by the organization in charge of the project.
PROGRAM 5. Protection of the natural water ways. Although in the sector of the project there dos not exist water ways, for the lack of this recourse, however it has to be taken into account for all the sectors of the mine where acid waters can exit, this case could occur in the case where the alternative 1 is executed, with the cutting of a 2 kilometer long adit.
Depending on the volumes of acid waters, a water - treatment system will be designed - consisting in two principal sedimentation tanks - and a PH correcting device.
For the construction of this acid water treatment system, mit will be necessary to consider a special project - with the accurate budget.
Subprogram 5.1. Internal regulation - As a first measure, a serial of internal rulings for all the personnel working on the project - will be created; these rulings will have to be - applied by all personnel without restrictions - and the application of same strictly controlled and subject to sanction for non accomplishment, in accordance with the Environmental Law, that says:
· In no natural water way, especially in those specified in the program, will solid residues or liquid in whatever form be shed.
· The sanction mechanism to those violators will be in accordance with the regulations of the Law 1,333.
· The follow up on the state of conservation of these natural areas, will have to be coordinated with the personnel of the Environmental Sectorial Unit, depending from the Vice Ministry of Mining.
Subprogram 5.2. Environmental education for the workers An environmental educational strategy, based on - the regulations established by the Law 1,333, will be the diffusion of the rulings en their corresponding chapter per theme.
This training will have to be transmitted, absolutely - to every workers , where the following - themes have to be highlighted:
· The rules established internally
· The follow up strategies for the accomplishment - of the same rules -
· The sanction mechanism to those violators will be in accordance with the regulations of the Law 1,333.
The execution of the subprogram is possible with a two dissertation and with 50 people groups as maximum.
PROGRAM 6. Protection to the vegetal cover This program will be applicable to the all area where the presence of important vegetal cover exists, especially those near the adits entrances.
In the project area, vegetation is poor, constituted by brave weed and “Tola”, in the area of the first alternative and non existent in the case of the second alternative.
Subprogram 6.1. Internal Regulation A serial of internal rules have to be established for all the miners, these rules will have to be - followed by all personnel without restrictions and its accomplishment strictly controlled - and violators sanctioned.
· In no case, will neither solids nor liquids wastes be deposited in the middle of vegetation.
· In no way will a fire be made on an area covered by vegetation, and this without any exception.
The responsible for the elaboration of these rules within the project, will be the or those executing the project, who in addition, will delegate responsible persons for the follow up who will also in a consensual form define the punishments.
Punishments mechanism to violators will be in accordance with the regulations of the Law - 1,333.
Subprogram 6.2. Environmental education for the workers An environmental education strategically implemented will have to be divulged to all the personnel, regarding the protection of vegetal cover.
The points to be highlighted, will be related to the environmental Law 1,333, in which the most - important concepts are:
· Rules established internally
· Follow up strategies to the accomplishment of these rules -
· Punishments mechanism to violators in accordance with the regulation of the Law - 1,333.
· The importance of the vegetal cover, in accordance - with its biological value and as animal life - inhabitance, also its landscape value.
· The importance of the vegetation as an equilibrium mean for the sustention and formation of soil layers.
In order to achieve this, the operators, will have to take charge of the execution and coordination - of this subprogram.
PROGRAM 7. Environmental signs within the mine Taking into account the importance of the project, the responsible will assign personnel to place and maintain all signs installed within the mine.
Subprogram 7.1. Environmental signs The informative signs placed inside the mine will bear information about risk sectors, preventive information in order to remind the miners on the continuous usage of personnel safety equipments.
Also, the informative signs, along the adits, will also serve for the visiting people and the new personnel.
The preventive signs, will also serve to call the attention on prohibitions and punishments for throwing away wastes and urinate or defecate inside the mine.
PROGRAM 8. Utilization of the labor force This program will be developed preferably within the Direct Influence Area (DIA) and Indirect Influence Area (IIA) and necessary measures will have to be taken to warrant, the interested population, the best occupational conditions.
Provision will be taken so that the contracted labor, for the project, pertains to the influence area of the project, so as to permit the increment of economical revenues for the local families and take advantage of the knowledge of the workers about their region, always useful in any activity.
The project executors, will have to mobilize themselves within the influence area of the project, in order to make labor hiring.
The hiring will be done by responsible officials, taken into account the hiring of the best personnel and the ones with the higher economical requirements.
OTHERS Signs maintenance This subprogram will be applied in all places where personal and environmental security signs have been placed.
This subprogram implicates the weekly control of the good shape in which the signs installed within the auditors are encountered.
This subprogram, will be inserted within the routinely strategies.
Any defect or alteration (Inadequate inscription, scratched or erased, plastered with political propaganda, etc.) will have to be changed as soon as possible, including substituting the signs by new ones.
Monitoring the regulation efficiency mechanism Within the routinely maintenance programs, will be evaluated the efficiency of the prevention signs, respect to the acceptance by workers. This evaluation has to take into account the efficiency of the messages as well as the efficiency of the control measures and punishments to the violators.
Others environmental risks This program takes into account complementary actions in sectors where internal earth slides may occur, blocking the free accessibility of mine adits.
Also adits flooding could be experienced.
In all unforeseeable cases, the Cooperatives or the Entity in charge of the execution of the project will have to install an alarm system that can be activated easily - in any case of emergency so that salvation measures - are efficient and opportune.
Miner’s capacitation The capacitation for salvation ends, especially inside the mine, is an important activity that all workers have to know in order to salvage their companions at any time.
For this case - two hours long classes - will be dictated for 50 assistants - in each course.
