Congress doesn't spend, Congress authorizes the President to spend.

Congress passes ALL the laws that establish ALL the programs that the President is REQUIRED to administer.

It's not just "pork," it's everything the federal government does.

My favorite targets to eliminate are the Department of Education (states actually do the educating), Health and Human Services (the states actually administer these programs), and the Department of Agriculture (agricultural subsidies are harmful to farmers in other countries, especially the poorer ones).

But no President can eliminate or downsize these agencies, only Congress can do this.
