I will agree with you and mj that it is very difficult to separate congress from the presidency with regard to economic performance. It gets very tangled when one party controls congress and the other controls the presidency, which was the case with both the Reagan and Clinton presidencies.

I think it will serve this country well going forward when the final figures, so to speak, come in for this 8 year period under Bush since most of it occured with Republicans in complete control.

TEFRA raised taxes in large part by getting rid of abusive tax shelters for the super-rich....Reagan signed it because Congress promised to cut spending $3 for every $1 TEFRA raised, but of course, being Democrats, they reneged.

That's not the point. The point is that Reaganomics never happened. If I accept your own words, Congress created the Federal Budget and Congress was responsible for 6 years of tax increases. The Federal budget and the Federal government grew. Reaganomics never happened.
