Presidents can only sign or not sign entire budgets, not pick and choose between the parts they approve or don't.

They sign individual appropriations bills. On occasion there's an omnibus bill which includes multiple appropriations bills. But Bush could not submit a budget for the Dept of xxxx. As long as it's not a dept that contains mandatory spending they can't force him.

Thus, the only way to give the President line-item vetoes is via a Constitutional amendment.

Tell it to Bush, he thinks there's a way to sign a Constitutional line-item veto and Congress applauded. IMO, it was a political stunt. The little people want a line-item veto so tell them what they want to hear.

BTW, Hillary sponsored the flag burning amendment.

Whether she sponsored it or not, it's still stupid.
