govt. funding of private enterprise

This is a trend that's been going on for quite a while, but it's private enterprise working for the government.

Examples -- and living in Northern VA one sees this quite a bit. If you work for a Beltway Bandit, then you don't have any right to any of the goodies that federal employees get. Most are so-called "independent contractors" who pay their own health care, FICA, FUTA, and withholding. That seems like a money-saver to me.

I thought you guys believed in shrinking the role of government.

I don't believe Bush has ever said this, at least not seriously.
