"I wouldn't blame Romes decay on being world's policemen.." Right. Actually I blamed it on their long-term budget deficits, and endless series of currency debasements... and the high costs of Empire, paying to support being the 'world's policeman' of their day. (In other words: running a hollow economy while trying to maintain unsupportable military costs is problematic in the long run.) The weakness you bring about, the damage you do to your own country, eventually invites final collapse and defeat.
