As for vouchers, since I don't believe in the Department of Education, I surely don't believe that providing vouchers is a proper function of the federal government. But I disagree that private schools should be reserved for the rich. As a Catholic, I know that Catholic schools will cut or waive tuition based on income. Not just Catholic schools, we have a friend who was able to send her son to Georgetown Prep because she was a single mom who received EITC. For the middle class, though, they're stuck with paying property taxes for public schools, as well as tuition for private schools. My husband and I could never have afforded Georgetown Prep for our two boys, but did not really want to send them to any private school since our local public school system is good. But millions of parents all over the country don't have choices or options -- they send their kids to crappy public schools and that's that. As you may or may not know, there are schools all over this country where kids bring weapons and drugs to school, have no self-control, no parent motivated to make sure they succeed, and they're not getting good educations. We've (generic we, not personal we) tried a lot of different solutions. One of the solutions is taking your kids out of the failed systems and putting them into systems which work. But what is the answer for parents who simply do not have the discretionary income to fund both systems at the same time? It's either up to the states, or, the federal government can give these parents a tax break, just as they do for college tuition. Tax break and vouchers are functional equivalents, unless you're too low income to benefit from tax breaks, but tax breaks for the middle class is one of those buzz phrases which sells well, better than vouchers. But if you're too low income to benefit from tax breaks, rent instead of owning your home, then it's vouchers or nothing.
