Dayuhan, you're talking about social work. Civil wars and strife will always be with us. I don't think the focus of international law was to micromanage countries that were in upheaval. However, international law was created after WWII to avoid another world war and it has fulfilled those objectives admirably. If we didn't have international law, we would have lost more in another world war than the mere millions you're citing in Rwanda, Somalia and all other places combined.
