That's EZ. They make devices to attach to your car which put out a sound to scare deer away from the road. All they have to do is find the right pitch for humans.
Saw one of these in the hospital parking lot last night.

When I am in a parking lot and people are walking I have to creep up very carefully as they are not aware that a car is coming. Sometimes they are very startled.

I would like to honk.. gently but that would scare them too.
I am EXTREMELY CAREFUL AND SLOW.
