I think you're being a bit of an elitist in your comment about sales tax. Lower quintile workers aren't automatically stupid. They figure out to itemize if it benefits them.
I think you have to itemize to get the EITC, don't you?
And sales tax deductions were easy back then. If you didn't want to keep receipts, you could just take one big deduction for it. Kind of like the standard deduction now. Pretty easy for the working poor to figure that one out.
