New York is too liberal for Guiliani to bring it into the Republican column. His popularity was as a pragmatic mayor on local issues like crime. Even during his term, New York still voted overwhelmingly Democratic in national elections. New Jerseyans have no love affair with Guiliani.

The main thing is the Republican base is going to stay home or defect if Guiliani heads the ticket. Like they're going to vote for a pro-gun control, pro gay right, pro choice politician. Three Strikes! You're out Guiliani with a lot of hardcore Republicans. They will not support him.
