I don't think that is what we are talking about...this is war profiteering...and companies that had shown a pattern of breaking the law would not be allowed to be awarded contracts in the future. That is (was) the rule under the Clinton administration. Seems like an excellent deterrent against companies breaking the law! And do we really not have OTHER companies that could perform infrastruture, procurement, training, supply services other than lawbreakers? I bet we do.
