You're kidding right? What exactly is the scare tactic in a few hundred million dollar max fine, when a couple billion dollars stands to get bilked out of the manipulated trade? Do the deed, pay the fine later, laugh all the way.

In fact a stock that I follow has a hold (neutral) rating by GS. Since initiating that rating with a rather conservative price target they have increased their holdings of this stock.
