You have to realize that productivity goes way up if there is some sort of structure that sessile animals and plants can land on. It doesn't have to be coral. Rocks, cars, ships, no doubt airplanes can do just fine. In the Gulf, the place to fish is off one of the rigs.

So they ran an experiment with tires, and they seemed to work.
