The term "occupied" vs. "annexed" is not in any legal dispute as far as I know.

Yes the term is in legal dispute.


Before we get into part B...Who is claiming that the occupied territories have been annexed?

the 2nd word "annexed" usually follows the 1st word "occupied".
An example - East India Company occupied India, the British Empire/government annexed it.
