Well... that begs the question, would THAT state a sufficient casus belli, John?

Is the mere fact that a country believes another country should have a different form of government sufficient justification to base acts of war on?

(If so, then doesn't it follow that the old Soviet Empire could have been justified if it had gone to war because *it* believed that some other form of government was desirable in some target country?)
