Not really. Between his ignorance, the bad information he had to work with ("Yes Boss! Our Army is strong and loyal, Boss!"), and his general megalomania, he was prone to making decisions that were self-destructive in effect, if not in design. Cf. his invasion of Iran in 1980.

Then why didn't he take the UAE's offer of exile immediately prior to the 2nd Iraq war? He could have lived a pampered life of a $100 millionaire in the playland of Dubai. Instead he chose to hide in a dirty rabbit hole on some God forsaken farm in a desert. That's something I still don't understand one bit.
