Hint: the PA COULD claim them if it wanted to declare sovereignty. Nobody prevents it. But it is by now starkly clear that the supposed leaders of the Palestinian people do NOT want a Palestinian state - not a Palestinian state that has to live NEXT to Israel instead of REPLACING it. I only have one simple question. What planet are you from? Do you doubt her words? Hamas wants Palestine located in the land that is today the West Bank, Gaza and Israel. She's is spot on on her interpretation of the Palestinian leadership's objective.
