Remember the Inquisition and the Salem Witch Trials? I'm not sure that being hanged or burned alive or crushed with rocks is that much more appealing than being stoned. Human beings are uncivilized creatures. Some are just less civilized than others and sometimes those are the ones who wriggle into offices of power.
