From my own observations it would seem that "African socialism" is both an oxymoron and a means to an end, that's when it has been tried. Traditional African society is based on a structure where the chief and those around him dominate the tribe and exploit it to their own advantage. The leadership most certainly does not see that it is answerable to the "people. The rulers are there to rule and rule they will. Indeed, one can find this pattern, to a lesser or greater extent, in every "modern" African country, even South Africa. And that's despite all the mouthing off of democracy, freedom and all the other buzzwords and cliches.
