I haven't built a SFF system myself. If the BIOS supports Brisbane and full load operation was the exception rather than the norm I'd be tempted to use a Brisbane X2 3600+ or 4000+.

Good luck getting a fully functional BIOS from Shuttle, not to mention BIOS updates...
