The bottom line is that North Korea felt they were getting stiffed on the deal. If you want to blame the GOP for "refusing to allocate the money," you also have to blame the Clinton administration for dragging its feet.

Either way, the Carter accord was stupid to begin with. Giving nuclear technology to North Korea was a bad idea. And only a liberal can "nuance" it away by thinking the technology is "resistant" to weapons proliferation.
