You seem to have forgotten about the double dip recession caused by democrats passing a minimum wage hike, and a second wave timed to send the economy back into the dumps two years later. Clinton inherited a robust economy that had recovered from the democrats recession and Rubin waved Clinton off most of his most recessionary ideas.

Regardless if Geoff missed the detailed mechanics of Clinton's good luck, the facts remain that Clinton was lucky to inherit a booming economy that his policies did not cause. At best, Rubin prevented him from ruining the economy, and the fiasco with hillary's illegal health scare task force helped Republicans gain control of Congress, which ushered ina much friendlier business climate.
