There are a couple of ways to look at that, as always. One is with horror and the other is not so bad. The issue is presented both ways depending on where you go for your info. I've no doubt you looked for the worst possible, as always.

The worst possible is to look at a dhimmi like the Roman Empire looked at their system with a dhimmi being equivalent to a Plebian in Ancient Rome. A more positive view is to look at Islam as a political state (I know you object to such an ideology from the start). The state is ruled according to Sharia and with the Muslim involvement from the Citizenry. A non-Muslim in such a circumstance has no more business regulating affairs than an illiterate gentile would have telling Rabbi's what to preach in Israel. But in an Islamic state there is the concept of tolerance. So people can live freely and work and are required to contribute to the expenses of running the government, not unlike being taxed without representation. They are forbidden to have the Quran if they reject Islam because they would obviously only have intentions to interpret the religion in objectionable ways to cause as much trouble as possible (Like you do). They are not forbidden to have the Quran if they express good intentions with respect to the Quran, in which case they would also be thinking of converting.

I would vote against such a system btw.
