There is an official body, two I think - one Sephardi and one Ashkenazi. There have been some running fights over who was a really a Jew. Are the Falashas of Ethiopia really Jewish? What about the Bnai Menashe of India? The courts get involved too. I don't really understand the mechanism. I think the final answer was yes for the Falashas, and the jury's still out for the Bnai Menashe. There are also arguments concerning some of the Soviet Jews, most of whom are Jewish only in the ethnic sense and questionably so in many cases.
