Tattoos are not mutilations. Body piercing and body reshaping are. I could argue so is plastic surgery. I doubt such people are banned from jewish cemeteries.

I guess young jewish girls just don't get buried in the family plot? Or, does post-death laser removal make it OK?

Circumcision according to the Bible was part of the Covenant of Abraham. Cf Genesis 17.9 - 14.
