Not sure about who will wipe out what, but consider this: if Barcelona will be delivered as promised and at the promised level of performance, it will have _significant impact_ on all design partners. Alternatively, if Barcelona will be delayed and delivered with marginal performance blip, it will also have _significant impact_ on all design partners. Therefore, the statement of Hector is trivial, it contains no information, just an ordinary political twist of words. Not sure why I need to spell this trivial logic out for you.
