"The problem with unionization, Mr. Jobs argued, is that it has constrained schools from attracting and retaining the best teachers and from dismissing the less-effective ones. Unions may be responsible for constraining schools from dismissing "the less effective ones" but its not true that its constrained schools "from attracting and retaining the best teachers". The best teachers get turned off by the many problems of public education: shortage of funds, lack of consistency in programs and their goals, and their low salary.
